The phrase doesn’t mean what most Tories think it means. I highly doubt any of the Northern voters who have stuck with Labour for decades are big fans of Thatcherism. However, on drilling down into the details, it quickly becomes clear that there is a great deal for neoliberals to celebrate. Johnson’s repeated insistence of his One Nation credentials is an acknowledgement that out-and-out, Thatcherism is political poison in many of the Labour strongholds that he’d won over. In some areas, then, in order to remain part of the mainstream conversation, it has been necessary for the Conservatives to move briefly away from neoliberalism. This supposed common sense also applies to tax and spending. The Conservatives openly supported neoliberal innovations like free ports and free trade agreements, with the widely adored freedom fighter Liz Truss continuing to serve as international trade secretary. But they are as wrong as it is possible to be.

He can push forward improvements in schools and in training: the tools – which Labour wanted to abolish – are already there. But it’s a tall order, and if Boris Johnson is to be the Prime Minister for all Britons, he must measure up to expectations. One-nation Conservatism has in fact had many meanings over the decades.
